Why did Bush Admin. say "Iraq war would pay for itself", and Cheney said "Deficits Don't Matter"?

Politicians say stupid things because they think no one is paying attention. Obama, a guy I voted for, and probably will again in 2012, said the combat mission in iraq is over. Did anybody tell that to the 50,000 troops in harms way.
