Please help me i need grils help only?

Okay,so please no rude comments...when me and my boyfriend kiss or sometimes when we are just talking he touches me down there he just rubs it when I have my pants on is all and it fells really good and I don't want to stop him but i'm scared that if I don't then he will want to go further like put his fingers in my "you know what" because I'm afraid it will hurt I can barely put a tampon it without it hurting and I have never d so sould I let I'm,I don't want to scare him if it hurts...btw I am 15 and he is 16...any help please?
