Plymouth breeze 2000 wont shift gear until 50 or 60 mph. and speedometer wont work until around 50 or 60?

it will ride like something tight and then once go past 50 it runs good and it wont shift into second gear until after 50. and the rpm. is at around 3 and 4 and its still goes pretty slow so to get some speed i have to increase the rpm into 5 or 6
