Question on ordered/disordered arrangments and symmetry?

Example: 32 , 16 red and 16 blue are arranged randomly in a 4x8 grid. What constitutes an ordered or disordered arrangment? Does disorder imply that it can have neither rotational nor reflected symmetry? Also, will there be more ordered or disordered arrangements? I'm pretty sure I know this: it takes more work to arrange an ordered setup than disordered, correct?
