Why won't GM (Government Motors) cars be of the same very poor quality as Russian and Eastern Europe cars were?

Ladas (Russian), Skoda (Czech) and best of all the Yugo were all the laughing stock of the world. Will GM develop the same reputation since it is now a government company too?
